A Delaware notarial and business services practice, working out of Dover and Millsboro, covering all three counties. Here is exactly what we do, what we are authorised to do, and where we stop.
Delaware Mobile Signings began in 2019 as a mobile notary practice: we drove to people rather than asking them to drive to us. That is still the core of it. What has grown around it is the set of things Delaware businesses and families kept asking us for once we were already at the table — apostilles, fingerprints, registered agent representation, DOT compliance and document authentication for use abroad.
We cover all three counties: New Castle, Kent and Sussex. We come to homes, hospitals, care facilities, prisons, title companies and offices. Where a signing can be done remotely, it can be done online instead.
| Office | Details |
|---|---|
| Dover | 846 Walker Road, Suite 32-1 Walker Square Office Complex Dover, DE 19904 302-505-1459 |
| Millsboro | 26976 Bethesda Road Millsboro, DE 19966 302-316-3926 |
Walk in during business hours or book ahead. Mobile appointments are available across the state, including evenings and overnight where the matter genuinely will not wait.
Our Dover office sits minutes from the two Federal Street counters that issue and authenticate Delaware documents — the Division of Corporations at 401 Federal Street and the Office of Vital Statistics at 417 Federal Street.
That is not a marketing detail. It means an apostille order can be hand-delivered the same day rather than spending two days each way in the post, and it means that when the State raises a question about a document we can walk over and answer it instead of restarting the process by mail.
We would rather be exact about this than impressive about it. What follows is what we are actually authorised to do.
| Capability | What it means |
|---|---|
| Delaware notaries public | Commissioned under 29 Del. C. ch. 43, which is also what caps a notarial fee at $5.00 per act. |
| Remote online notarization | Conducted on an approved platform with identity verification and a recorded session. |
| Ink fingerprinting | Taken in office or on location. Completed cards are released to you or sent to the agency you name. |
| DOT specimen collection | Qualified urine specimen collector under 49 CFR Part 40. |
| Delaware registered agent | A staffed Delaware street address able to accept service of process in person, with same-business-day forwarding. |
| Document authentication | Apostille and consular legalisation for personal, academic and corporate documents. |
| Process agent filings | Form BOC-3 blanket designations with the FMCSA. |
Knowing where a service stops is part of the service. If you need something on this list, we will tell you plainly and point you to someone who can do it.
Marcia Boyer owns and runs Delaware Mobile Signings. Alongside the notarial practice she works on grant readiness and government contracting with Delaware small businesses and nonprofits, and hosts entrepreneurship events in Dover — most recently at the Center for Urban Revitalization & Entrepreneurship at Delaware State University.
Behind her is a team of commissioned notaries working across New Castle, Kent and Sussex counties, with fingerprinting and DOT collection available at our offices. When you book, you are told which notary is coming — not a dispatch number.
Tell us what you have and what it is for. If it is straightforward we will quote it on the call, and if it is not, we will tell you that too.
